End-to-end technical and commercial advisory for the conversion of the Azito 245 MW open-cycle gas plant into a combined-cycle facility — adding 140 MW of capacity with zero additional fuel consumption. The engagement spanned four phases:
Acquisition: Financial and technical due diligence of the existing IPP (2 gas turbines, 245 MW), including performance assessment and O&M organisation audit.
Development: Plant concept definition, technical specifications with performance guarantees, EPC procurement (supplier identification, bid evaluation, negotiation), and technical review of the project offer submitted to the Ministry, covering output, heat rate, availability guarantees and penalty mechanisms.
Construction: Full owner’s engineer services — design supervision, design review meetings, factory acceptance tests (including generator bump test and steam turbine overspeed/rotor balance), site construction and commissioning supervision, and performance test oversight.
Operation: On-site technical support and staff training during the first six months of commercial operation.
