Audit of the thermal IPP and development of a methodology to enable the State to regularly audit the performance of the power plants and verify the invoices sent by the IPP for their declared capacity

Advisory assignment to the Government of Ghana to address suspected overpayment of capacity charges to Independent Power Producers (IPPs) operating thermal power plants under Power Purchase Agreements.

The project encompassed: legal review of the PPA framework and government rules on availability testing; technical and financial analysis to estimate the scale of capacity overpayment and benchmark capacity remuneration mechanisms against international standards; design of a structured test regime (procedures, sign-off process, and protocols for non-cooperative situations); implementation of the initial test regime with witnessing and reporting; renegotiation of PPAs; design of performance improvement programmes for underperforming plants; and a structured knowledge-transfer and training programme for government staff.
