Lender’s Technical Advisor (LTA) to a multi-institution financing consortium (Oragroup, BOAD, Guarantco, African Finance Corporation) for the 65 MW gas turbine combined-cycle IPP located in the port of Lomé.

The assignment covered three phases:

Due diligence: Review of plant design, analysis of all project contracts (concession agreement, PPA, LTSA, EPC), financial model review and sensitivity analysis, risk allocation assessment, and clarification of contractual and insurance issues.

Construction monitoring: Review of progress and acceptance test reports, COVID-19 and force majeure risk monitoring, technical non-objection for payment milestones, HSE compliance checks, and certification of conditions under the Common Terms Agreement (CTA).

Operating phase: Warranty case follow-up, dispute resolution support, and advisory to the lenders on loan agreement clauses.
