Technical and financial advisory to the State of Benin throughout the development, tendering, and contract negotiation of the Maria Gléta 3 IPP — a 140 MW dual-fuel (gas/liquid) combined-cycle power plant.
Key services included: technical and economic evaluation of bids (annualised cost of electricity), audit of financial models, support during concession agreement and PPA negotiation, review of performance guarantee mechanisms and penalty structures. The project involved a complex interface with an adjacent SBEE-owned thermal plant, requiring the evaluation of synergies in terms of shared waste heat recovery for the combined cycle.
Additional scope: tariff verification following a scope change (combined cycle extension), definition of plant scheduling guidelines, preparation of a network study to verify grid capacity and stability, and support on the grid connection contract.
